I'm hoping they make it a Monday trend to respond to negotiation attempts. I think they started around mid-afternoon last week, so I'm still hopeful we'll hear back today.

So, my initial scholarship increase request came with the response that they'd "get back to me after April 1st".

When do I try again?

You asked them for money. The only leverage you have is that you may not choose to attend. Don't go all Aspie OCD and start asking them on April 2nd because it's after April 1st. If you start calling/e-mailing them before they call you, you'll look desperate. Bury all that neediness deep down inside until the response comes.

I think I came off wrong here. I'm not planning on calling them any time soon, but I'm sort of curious as to whether I should keep in touch prior to first enrollment deposit.
