My opinion is that it is more for RD waitlists. I would also be interested in an answer to this. The general scholarship page says all essays must be in before January 1st, but the ILJ page says essays must be submitted with the application. I'm in the same position. I contacted Admissions and was told the letter had been sent and that I shouldn't worry. No, not until you get bumped.
