When were your last two completes? I see that earlier in the cycle people were accepted after their fourth completes. I think they're doing it differently this year. First of all it looks like they're YPing people they would normally offer Dean's Scholarships to. I'm not sure who they're planning on making the offers to if that's the case. It's possible they're not going to invite people to apply at the same time they accept them. They may just choose to offer them to some of the people that have already been accepted.
However, it's also possible that they're just waiting before they admit all the people with Dean's Scholarship numbers. Last year Dean's candidates were getting admitted in October, but Cornell didn't make the first wave of decisions until late January. The essay wasn't even due until mid-February.
Maybe Cornell has realized that there was no real need to hurry up and admit people who wouldn't attend without $$$ when they weren't going to tell them about money until January anyway. So what they could do this cycle is wait, have all the people who weren't serious about Cornell withdraw their apps before Cornell admits them but after they get into T6, and then admit the strong applicants who waited it out and invite them to apply for the Dean's in January/February. The essay shouldn't take more than a few days to write, so it shouldn't be a problem admitting them and then giving them a deadline a few weeks away.
That's just my theory.

You have to submit the one-page financial aid form by March 14th if you want anything: merit, need, federal loans. This is last year's form. Presumably they'll update it eventually.
As you can see, if you want federal loans, you need to complete the FAFSA. You would also need to send in a copy of your own tax returns for 2013. (Fax, mail, e-mail attachment).
If you want to be considered for need-based aid, you need to complete NeedAccess. You would also need to send in a copy of your parents' tax returns for 2013. You would kind of need most of the info from their tax returns in order to fill out NeedAccess anyway. But if any of the tax returns won't be completed by the financial aid deadline, you should contact financial aid. I think they would let you use 2012 and then update with 2013 when it's ready. Not sure.
To be considered for non-Dean's merit-based aid, you don't need to submit anything extra.
When Cornell makes their offers, they won't differentiate need-based from merit-based aid, so you won't know how much was due to need and how much was due to merit.

So is there an established trend as far as how many completions one should expect before a decision? There seems to be two or three updates after the initial complete from what I have gathered from this thread.
