I think that was Anna saying that she had received her decision and mag saying she had recently applied. You definitely should apply! Not sure how they classify international vs. domestic (citizenship or permanent residency), but my undergraduate institution is foreign too. This is a rough cycle, hold out hope, they will probably be offering a bit farther down the line than they normally would (not trying to say you have bad numbers, just trying to address what your question seems to imply).
Yeah, LSAT is really important to them this year, and international UG adds diversity. I'd almost call you a shoe in if you have a good GPA/academic track record. FWIW, I had a second complete date a week or two after my first (like you) but didn't get admitted for another 5 weeks after that. This was back in Nov/Dec though.
