Depends on the relationship you have with the 2L/3L. My advice is don't put the cart in front of the horse. Develop a solid relationship with 2Ls and 3Ls first. Don't think about the outlines or anything. You won't actually need the outlines until October at the earliest. Focus on building the relationship and the outlines will come naturally. Their outline only helps you for that one class during that one semester. A strong relationship yields long-term benefits.
Also...building a relationship with them first will cue you in on whether you even want to use their outlines. This isn't to say you should base your relationship on who you think has the best materials...some of the best mentors did poorly and some of the best exam takers make shitty mentors.
ETA: New 1L's are given an opportunity to sign up for an official mentorship program where the school pairs you up with a mentor. Those 2Ls and 3Ls will probably expect you to ask for their outlines, so that's a free space on the bingo card for you guys.

I have to say the WUSTL representation on TLS is completely disproportionate to its class size, we have the 3rd most people in the TLS class of thread and with a couple more will break into 2nd behind Harvard. The actual number of TLSers in my class is probably less than you guys if we're strictly talking about active users.
