So is it safe to assume decisions sent out 1/31 were rejects?

Complete 1/5..... and no change since then? Bad News? I see other complete at 1/5 that are already in decision finalized.

I assumed that because others who had a decision finalized on 1/31 were rejected

Congrats! This gives me a hope as a white guy with a 3.6x/164 and some very unique experiences and jobs on my resume/personal statement. Not URM, white. And wow, congrats. That's incredible. Are you an Olympic athlete or smoething? that's just remarkable. I just got my acceptance letter via mail today!!! I am beyond excited!!! I couldn't breathe and could barely read the letter!!!
