For that whole scholarship theory, I highly doubt the school is using as their "target" the scores from the class of 2014. Law school numbers is full of people with 166/3.6 getting rejected and 167 getting waitlisted during that cycle. My guess is that they will not be able to go back to the numbers of the class of 2013, but are aiming more at a 166/3.6-7 average.

I hope UIUC feels like negotiating this year. They are my top choice to attend, but they offered me significantly less money than WUSTL and UMN, both of which are ranked a little higher (possible a lot higher in a few weeks). If only IUB would get back to me with a decision and hopefully some $, I could finally get down to biz.

Congrats!!! Yeah, I'm hoping that they're open to negotiate later on in the cycle. I e-mailed last week and they said that they're not negotiating right now.
But hopefully they are waiting for deposits and USNWR release to see what students really do want to attend, and then based on that, they will start handing out the REAL money. I kinda have the same theory with IUB. I think that they are giving out such small scholarships now, because last year they gave out so much money that it inspired anyone and everyone with an LSAT score at 166+ to apply to IUB for leveraging purposes...at least I hope. They might be counting on a number of people to withdraw, and when money goes back into the pot, they will be more generous with what they distribute. I saw someone on here above both medians get just 5k, and I'm sure that it is just strategy so that they're not used as some sort of leverage prostitute.

in short, they most likely will negotiate, but they're gonna wait and see how many people withdraw. I'm sure they figured that a number of people were going to apply in the hopes of getting big money so that they could leverage with other schools with absolutely no intentions of actually attending UIUC. Most likely, some applicants really were trying to take advantage of the scandal, and hoped that UIUC would give them big bucks in order to drive the median back up...so I don't mind that the school is just trying to maintain some dignity.
