I am a fellow applicant like everyone here - so not qualified like a Spivey type - but seems to me that even four letters of recommendation is overkill. When I was waitlisted they took a fifth letter from me and did in fact recommend that I submit one. They also asked if I knew any alumni at the time--which I didn't. I personally don't think it is overkill to include the fifth if it adds something different but maybe they are looking for why that GPA is below the 25th. And the fact that you are held is a good indication that there are other things they are considering about you!
