I was admitted and I just got the email today inviting me to a reception. maybe it's for locals since it's only a 5-8 type thing.

So is that the consensus then.. that if they didn't mention a merit based offer over the phone that they aren't going to unless you negotiate for it?

To be fair to UCLA, it is the biggest undergraduate feeder school in the country for law school. They accept more UCLA undergrads any year than any other program in the country, the percentage just looks very low because they get so many applicants hoping that the 'alma mater' connection will help them gain acceptance.
