If you really want to live somewhere safe, get an apartment in Clayton. It's an upscale suburb just to the west of campus, but I think they have some decently priced rental units.
I feel like the "safety" issues in STL are overblown...although the big city rules apply (don't get stupid drunk and try and start shit with people, don't walk around alone at 3am in a sketchy area if you're a girl, etc.). Some of the neighborhoods where students like to live (U City, Central West End) have a pretty decent nightlife, but like any other city, nightlife draws out some sketch-pads as well, so use common sense and good judgement.
The campus is open and honest if there's ever a threat to someone's safety, and if there's a mugging, etc. in the area, they'll email the entire school and tell people where it happened and what the suspect looked like. We had some guy mug a couple of people near campus earlier this year (no one was hurt but he took their wallets), but they eventually caught him. We got e-mail updates on a daily basis about the situation.
It's really not terrible, though. When the weather was nicer out, I used to ride my bike a lot, even at night. A couple times, I rode back from downtown to my place at 3am...I never had any problems.
