From what I can tell, they start with a list based on hard numerical cutoffs obtained via CRS.
Then, they have the option of abbreviating the list based on other factors.
I suspect that intangibles like geographic diversity may have a role in who makes the cut.
In my case, 3.45-55 ugpa with a 170, I'm pretty sure my LSAT score made me an auto-PT/feewaiver. You correctly infer that this does not translate to an auto-admit.
(I got waitlisted, not even Priority Reserve waitlisted, boo!)
For the record, I think I was the only PT applicant who didnt even make PR waitlist.
