P.S., I e-mailed the admissions office (which handles scholarship decisions apparently) and they responded to me in e-mail with my scholarship info. Maybe worth a shot for some of you anxiously awaiting a response.
Yeah, I live in Cleveland Heights, which is a pretty popular place for grad students, and I was shocked that they said it would cost that much. I even live by myself, so that makes it even more expensive. I did the math and estimated my personal cost of living for 12 months (I would probably just be staying here in the summers, so why not make it realistic) was about $14,400. For me this includes food, utilities (I pay gas and electric, but not heat), cable and internet, and the occasional weekend drink

I don't know where they got those numbers from, my rent is currently $710 (includes covered parking), and when I lived with a roommate it was $400, so that would cut down my estimated COL even more.
