Rent doesn't really have to be that expensive. I am living in the on-campus grad residences now and it is $490 month with everything included. It's nothing super fancy, but it gets the job done. You can easily choose to spend twice that at some of the newer places.
I know people with and without cars. I have one, but I could get by without one. ND is a super easy campus to walk. I walk to class everyday. Maybe a 10-15 minute walk. A LOT of people bike...even in this snow, wind, and cold. Also, if you need/want to get to Chicago, the train is an easy and cheap option.
