This may or may not turn out to be true but I think it is definitely something to consider for splitters and applicants whose numbers make them likely to head somewhere else.
As far as Duke goes, traditional splitters face an uphill battle with Duke's GPA favoritism, which is not to say that a strong LSAT score cannot compensate for GPA deficiencies.

I'm guessing PT invites will be out this week. Solicited a fee waiver and got this response:
"Thanks for writing -- I appreciate your interest in Duke Law School! You should hear from us more formally later in the week, but I'll let you know now that we'll be happy to waive your application fee. Watch for our e-mail (and you may need to check your spam folder -- sometimes Gmail is a little over-protective...) and let me know if you have any other questions about the application process or the law school in general."
The "more formally later this week" part seems to hint at something going on in that realm.

Also just got a Duke PT. My LSAT is only 169, so the floor is at least that low.
