It's not on the application, but in an interview with the dean with TLS, they the dean said that they like to see it. From what I heard, it is a must or you will be waitlisted or rejected if OOS RD.
THANK GOODNESS I wrote a why UVA then.

Maybe it's just me, but that waitlist felt like a slap in the face.

They looked at your list of acceptances and decided there was no way in hell you were attending

I'm almost certainly either destined for a waitlist or a rejection unless I ED, so I am praying to the law admissions gods that they just hold off on making a decision on my application until I hear back from the school I'm ED at now...but I submitted on 9/1 so I am definitely kicking myself now

Do you have a decision yet? If not, why don't you write a why UVA and submit it too. Call/email the office and let them know you just read the interview and learned they would accept the essay and that you wish to emphasize your desire to attend.

Don't see how that could do you any harm.

I'm a pretty intense splitter. 174/3.25. Will I get in? I'm in-state.

I would say probably (have you already applied?), and definitely if you ED

I've already applied, but they're STILL processing my residency... can I still ED?

Yeah I think so (it took them forever to process my residency too, btw)

You're looking at this, although none of these people noted VA residency:

How much weight does UVA put on in-state vs. OOS? Everyone's posting like OOS'es are completely screwed.

Answered your own question, haha. Unless, of course, you decide to ED.

Seriously? What are you waiting for?

Now there's a charge.
