Equally speculative answer: better without the hold. A two-month wait with no hold might just mean that it took them that long to review your file, but the hold means they did review your file and were unsure.
I'd say getting a JS1 is baller in either case!

But we also know holds this year were for reasons other than the applicants' numbers per se, so that makes it even more speculative...

So we had international hold -> JS1 earlier this week, now URM hold -> JS1...hopefully the rest will come early next week?
I'M TRYING TO BE OPTIMISTIC HERE!

URM but held in late February. I really hope there's more than one wave of URM holds > JS1s.

Maybe they are looking at the held pile in batches?
i.e. only early jan holds then later jan holds?

Would make sense. Although maxpower430 reported getting one after being held in Feb.
