You hit the nail on the head. People on the preferred list are unranked. However, the they're still likely to get pulled along the lines of the type of candidate that Georgetown is looking for (i.e. if a minority drops, Georgetown will extend the bid to a minority from the PWL. If a public service devotee drops, they'll pull a public service devotee from the list. So on and so forth the pattern continues).
In terms of the regular waiting list... from what I know a couple people do get off of it, but they presumably are given slightly less consideration than the preferred and special groups are.
Don't quote me on this though. I'm just letting you know what I've come to understand from my own queries and glances at past years.
