General might actually be on to something. I just scanned my CRS information, and the only thing that is probably different from everyone else is my location. Any other people from the South receive one?

How do they benefit from not offering them the southerners though? The only thing I can think of is increased yield, but that seems marginal at best and not as valuable as total number of apps.

I really have no idea, yield is the only thing I can think of too.
