How wonderfully sadistic. Even for international applicants? I live in a country with one of the worst postal services in the world so if that is true I'll make sure to keep an eye out for that rejection in 15 years. I mean, I'm not purposely trying to put off filing. I'm not sure why I would receive it in the mail instead of receiving it via email. If it helps, I live in the Pacific Northwest area. And I believe I submitted my finaid materials the day before the deadline.

thanks guys, couldn't be happier right now 
I did write a LOCI roughly a week and a half ago, and was held on 3/26
GPA was about a 3.4 in undergrad
