I sent my LOCI on April 16th, 2010. I got another recommendation from the dean of the research department at my school who I worked with last summer and was initially too busy to write me one because of his hectic schedule which was sent in at the end of April.

I did get an email confirming my interest. After I responded in the affirmative, they advised that "Wonderful, we will provide your file to the committee for their consideration. Thanks for your prompt reply."

Perhaps they were just feeling you out for yield-related purposes before they let you in for sure.
