Good luck. You might want to wait until your h grant comes in, and you'll have a concrete number to point to from h, esp if it ends up being 90k or more. Also second UR on 2/19, I think it happens sometimes at schools. Don't know if you can infer anything from it...for example, my UR date at UVA was updated on a Sunday 2 weeks ago and I haven't heard anything from them. I wouldn't just yet. If I recall they were one of the most specific about not sending other things after you go complete. Also, they have seemed to be pretty good about staying in order. Explaining to my non-college educated parents why I turned down Ivy League U Penn for a state school like Michigan is not something I want to have to do.
