I don't think Cal doles out scholarships the same way other top schools do. From what I've seen so far, Berkeley seems far more likely to match smaller scholarship amounts, and doesn't seem nearly as desperate to nab top numbers. They pick their battles. The medians every year consistently back this up. B is much more willing to throw money at URMs. Compare this to UVA, a fairly blatant rankings gamer. I think the reason he got passed up was that the 120k UVA offer was too big and Berkeley couldn't afford to match. For whatever reason, Berkeley probably also felt that he was unlikely to accept only a partial match (for example, like $60k). From Berkeley's viewpoint, it would be a more strategic use of 120k to give out 2 60k scholarships to people who would likely accept them. I doubt Sinfiery was passed up for a matching scholarship because he wasn't a desirable candidate, but rather that Boalt felt they couldn't afford to convince him to attend.
Everything I've seen has suggested to me that high offers tend to get rejected, no matter your numbers (unless URM). Feel free to submit contrary evidence, I'd love more info.

If you haven't yet heard back definitively about merit money (matching or otherwise), but Berkeley is a top choice for you, consider sitting tight for a bit longer before withdrawing. First because they may not have made a decision about you yet - some $$ offers went out later in the cycle last year. Second because some admits will decline their Berkeley scholarships and that money may be reallocated late April or in May. I guess all I'm saying is don't assume you've been dinged if you haven't heard, and remember that you don't need to give Berkeley a definitive answer on your enrollment plans until June 1st. Good luck to all.

If this is the case (if you received no FinAid email yet), then sit tight, it's not over yet. According to the FinAid office (poster on previous page called them) only NEED BASED grants are showing up next to gift aid. This means that you may still be in consideration for MERIT BASED scholarships, including matching scholarships if you submitted a request.
