You're reading it wrong. It means that it's waived. I made the same mistake.

Ok, look at the far right. It will say waived.

HAHA whacka, yes. I thought you were farther along. Just click yes, and when you go to the actual application page it will say Fee Waived at the bottom. All of the applications say that on that first page, even the ones where you have fee waivers.

Seriously? What are you waiting for?
