Im mis-quoted here, but my understanding has always been they have a certain amount of money to spend- they intentionally offer more than they want to give, so if people turn it down they don't offer it to someone else. I would think michigan has a set number that they aim for every year as well? I know gwu does this with their big scholarship (105K + housing, not the ED one).
