You really need to sit down with your husband and continue to think about how strongly
each of you want to stay in Tampa. Is there a stipulation on your Stetson scholarship? If not, and you both are virtually positive that you want to live in the Tampa region, then Stetson sounds like an awesome deal. Even if you decide to leave the Tampa area, you'd be debt-free. Don't underestimate how liberating that is. Even if you're struggling to find a job in other parts of FL (or outside of FL) after graduating from a place like Stetson, it's much less stressful with absolutely no debt than the average law student (such as at UF) that is 50k-100k in debt and also trying to find a job to survive.
At the same time, why are you going to law school? If you're looking for a posh "biglaw" job, then the calculus above might change. But to be fair, if you're looking for one of those jobs at any of those schools, you're going to have a hard time landing one of those jobs. The economy is brutal out there, and the FL legal market will probably be tough for quite a few years.
