Okay, so help me understand if there is any truth to this....
If you aren't accepted within the first 1-2 weeks (of being UR), you are neither an immediate accept or reject. The longer the wait, the longer the contemplation??

I guess technically according to the word immediate. But I would say most schools take 6-8 weeks to render a decision. Expecting one in a week or two is pretty crazy. I've gotten a couple good scholarships to public schools (where I'm OOS), but I've noticed when I receive the scholarship letter/email some say something along the lines of "your scholarship may be adjusted if your residency status changes." From other people's experiences, is this something to truly be concerned about after declaring residency for 2L/3L? I would like to start tracking overall COA for all my schools before I make a decision/negotiate, and I am not sure if it is safe to factor in these scholarships when it comes to 2L/3L in-state tuition or if I will get a bad surprise when I declare residency. Thanks!

It depends on the state a lot of times. If they mention it, it's probably possible/likely. Ask around in the individual school threads to see if 2Ls can give you first-hand experiences with declaring residency for tuition purposes.
