Had a phone interview on 1/24, which I think is pretty unusual for Penn.

When I stare at my received and processing status (submitted 1/8) I like to imagine what they have been doing.

My top theory is that they pass around my packet and have every dean, professor, and alumni laugh at every page individually, then by section, and then as a whole.

Seriously though, is there any answer for why it takes them up to 12 weeks but Duke can have a decision ten days after submission? There is no way volume can account for that big of a difference.

I think the difference can be accounted for in the TYPE of laugh. See, the Penn laugh is that noiseless, head-over-heels laugh that becomes rather uncontrollable and could last hours if left unchecked. Hence, it could be weeks and weeks before they are done laughing. For Duke, it's more of that quick chuckle/smirk that you let out when you see something funny in an otherwise quiet environment. It lasts all of 30 seconds and then you get back to work.
