Okay, not that I am going to get in (very certain I'm an auto-ding, but kind of hoping that applicants with my background are few enough in number that I might be a regular ding), but...
Got my status checker from stanford yesterday, noticed they didn't have the dean's cert. Stopped by the registrar's office and it was still there, dated 2 weeks ago, unsent. They sent it today after I stopped by. My question is this: if we pretend that we live in a world where I have a snowball's chance in hell at getting in in the first place, how much does this adversely affect my chances?

I don't think they should blame your school for not sending out the cert. You dated the form right? That should at least show you did it early enough. But I don't know how these things work... pretty much the same thing happened to me. Sent in my application (January 7/8), gave dean my cert in late december. Show up in office on Feb 1; she still hadnt filled it out.
