Getting a job coming out of Chicago's T2s, in general, is tough. It's hard, but not impossible, to get a job before graduation. The folks from 2015 that I know have gotten themselves employed, some of them between the bar and licensing, and some after. I don't know anyone languishing, but most of them were probably top 50% of the class.
I don't know what they meant by 'ties', but Loyola students spend a lot of time interning with government--law dep't, states attorney & PD, attorney general, CTA, various federal agencies like the FTC & SEC, USAO, lots of county judges. There are also a lot of public interest orgs/legal aid. The ability to convert an internship into a job I imagine is based on a lot of variables. There are recent alums in all those spots.
