Maybe some weird administrative error. I got an email a couple of weeks ago asking for recent transcripts. No I got the same exact thing as you. It's funny though because I found out yesterday that I have the same scholarship with the same stipulation at U of Miami as well. Same here. I guess it amounts to about half of first year tuition. And the school website gave the cost of living as $20k.
