I emailed them about this
The commitment is 3 of the first 5 years post grad that you have to commit to PI. If not you pay the scholarship back
edit: also there is more concrete wording abut it in your admissions binder on the Toll Public Interest Center pull out

Jeez. As a Toll applicant with absolutely no question about my future career path, I selfishly hope the scholarship committee is able to distinguish the "I'm interested in exploring public interest" folks from the "I am 100% going to practice public interest law" ones. No offense to those asking -- if I were in your shoes and invited to apply I'd certainly do my best to win that scholarship too but man, I would be really sad if someone who got the scholarship over me wound up jumping ship after school and just paying part of the scholly back to Penn.
On a side note, I really wish we knew how many people were invited to apply and how many will get interviews. They said there are approximately six Toll scholarships to be awarded this year.

you really shouldnt be applying for toll unless you are 100% sure you want to PRACTICE public interest law following law school. i think thats the intent behind the strict stipulations. otherwise you should just be looking at normal dean schollys, even though they are less lucrative.

I am assuming you guys are talking about the original guy who posted the question.
But just to clarify I am sure that is what I want to do. I would be extremely grateful if I got this scholarship so I could do what I want with an easier mind about debt.
I emailed asking because I wanted to know if there were specific things we were required to take part in while in law school.

I looked back through these forums and someone posted that they were told around 50 are invited and I would think about 20ish get an interview. But that is pure speculation. Plus the other post could have been false as well.

I would be pretty happy if those numbers are correct. I'll take a 6-out-of-50 chance. Given the number of us in this thread who got invites, I was (I guess still am) afraid it could be a much higher number that got invites.
Has anyone looked through old threads to see when interview invites came out last year? The initial email we got says by March 15th. Since some of the interviews are on March 21st, I hope we hear sooner! If nothing else so I can stop dreaming
ETA: A quick search showed some invites going on on March 14, 2011. I didn't see anyone post about when they received the invite in 2012.

Wait-listed as of Friday; I'm bummed out but not overly surprised (165/3.6/AA). Penn was one of the top choices from my "reach list," so I'm hoping my LOCI did me some justice.

In via phone call!! so excited as penn has been a huge favorite of mine for a long time because of their amazing placement in biglaw which is my goal and location in the northeast where I would like to remain
171/4, submit 1/4, received 1/7, complete 1/17, ur2 2/11.
Luckily, I have had a very fortunate cycle where it will likely take a wilson/levy for me to attend Penn but i am very much set on giving it my all if I get invited. Are invites via e-mail and how long after admission?
