Just FYI for anyone it applies to, I visited this weekend and they let me know that it's their policy not to give any scholarships to international students

I don't know!! It was extremely disappointing. The woman in the financial aid office told me "we just don't." Why should they have to have a rationale for their policy of giving away their money? (From a practical matter, it is difficult for internationals to practice in the US.)What could possibly be the rationale for that?

Give them a call. I called admissions and spoke to an assistant dean and she asked me to email her personally with my request. The following day I recieved an increase from 18k to 22k. Emailed on last Thursday morning about Scholarship. Had not heard anything. Received a generous offer on Friday evening. Was pretty shocked, but excited by the quick turnaround.
Side note: Anyone choosing b/w BC and GW? Hoping for some advice/help

I figured. It's weird since I"m right at BC's medians. I have a feeling they just don't like my application; which is fine since I was totally put off by their admissions staff.

BC is simply strange.
After status changing to Decision Rendered, a letter will be sent to you within three days, I got an acceptance email. Nice 180 degree shift in my mentality though.
