berkeley will still consider scholarships that have an expiration date before their expected matching scholarship decision date. but, i see what you're saying. it sucks if you have a scholly offer from UVA, don't get an extension on it and end up not having the chance to compare the two scholly offers. wonder if they'll try to let you know before the other scholly "explodes" if you ask. i've actually e-mailed the admissions office about this, so i'll let everyone know when i hear back.
please do let us know. unfortunately, if boalt does not offer me significant $$$ before April 4th, they will have no chance at me and I suspect many are in a similar boat. shooting themselves in the foot here
so i got a response from berkeley basically telling me that it's too difficult for them to keep track of every other school's scholarship deadline. thus, as i mentioned before, they confirmed that they continue to review your application even if the submitted scholarship has or will expire before they can render a decision.
as for whether they will try to accomodate faster turnarounds in response to other schools' earlier scholarship deadlines, it seems like the answer is a big no (even though they didn't explicitly say this).
having said that, however, it seems like you might be in luck as matching scholarship decisions can come out as early as March.
