I just received an email giving me the opportunity to submit a "why texas statement" given my non resident status/"given that you are a very strong applicant".
Did anybody else get this? any idea if this is good or bad?

I received it as well. I can only guess that it's a positive sign, but that's a gut reaction.
For me, it's great, because I'm a non resident with family in Austin and I have more reasons to want to attend than what might have shown up on my application, so this is a chance to really express my reasons and desire to go to UT.

So from what I've read from others it seems that a lot of ppl got scholarship offers with their acceptance letter. If you didn't get an offer, does it mean you aren't likely to get one from them later on?

I don't know if the different envelopes "mean" anything, or if they're just working with a couple of different styles, but mine said "Inside: All thing Austin". The contents might vary depending on whether you were RD or ED, whether you're in-state or out-of-state, or any number of other factors. I really have no idea, and am just trying to put a data point out there.
