That's an interesting theory, but it's probably not correct. Harvard waitlists so many people simply because they can. Every school wishes they could take however many applicants they need and then, if places open up, just go back to the pool and get equally qualified people to fill the spots. I'm starting to think that maybe they plan on interviewing a majority of the waitlist and just sent out the first batch of invites now. Waitlisting students who may have been admitted to Y or S and no longer interested in H to see if they respond that they'd like to be on the waitlist. Though highly unlikely, I thought it might be possible because of 1) It's very early to start with js1s off the wait list and 2) In the Harvard blog at the beginning of the application cycle they said that they would be conducting more interviews this year than in the past.
