Penn has an active Greek life, but I never thought it was overly fratty (a lot of my friends go there, so I've visited numerous times). I know, I used to party hop during Penn Relays. I went to Spring Fling and was kinda unimpressed with the greek life's ability to throw parties.
Then again, my school is like the King of private school trustfund babies wearing letters across their chest, so my PoV may be slightly skewed.
