It seems like they are making a push. Perhaps if we get in they will be #12 or #10 next year. My Cornell status checker said a decision has been made, and they have mailed it out. The site said it could take 10-14 days. Have these people heard of email!?
EDIT: I know they've heard of email because they emailed me about being EA and they emailed me that my application was complete. I need my rejections instantly in this fast food world.

I applied over three weeks ago and I have still not gone complete. Should I call or would that just annoy the admissions office?

I'm actually relieved I'm still EA Complete 11/13, b/c I think this will be the third and final batch of deferrals. The latest complete date for the last batch of deferrals was 11/05 or something, but we now have a confirmed EA Complete of 11/20 in this batch. I'm rapidly coming up on the one month mark, and I'm still at "applied" on those rare occasions when my status checker actually works. If I hadn't been keeping up with this thread, I would have called a while ago.
