From LSN, it looks like last year Penn only YP'ed starting at 175 LSATs. Lower than that and it is probably not YP.

I think the issue is more that schools are going to be holding/waitlisting a greater percentage of applicants this cycle because applications are expected to be at an all time high. I have also heard (from a friend who works in the admissions office here at Penn) that, so far anyway, they've been looking for diversity first and will turn to numbers later when they have a better idea of what all the applicants look like. Hence all the holding/waitlisting.

If it is happening to ED candidates, it definitely isn't "YP" since if accepted rather than held, these canddiates would definitely be attending.
From the trends on this website, it looks like they are going for higher GPAs first as well. Don't loose hope, according to http://www.lawschoolnumbers.com, Penn hasn't rejected (or waitlisted) anyone 170+ and 3.8+ yet.

Almost everyone with a 173 and a GPA over 3.8 was accepted... so they clearly were not doing much YPing to those with 173s. Eek! My status just changed to "Under Committee Review" as well. Didn't take too long, they got it 11/13 and it was complete 11/24.
