25 does sound excessive though, but for splitters, I get that applying broadly is necessary.

Your profile says you're from FL, so if you just want any legal job in FL, I guess FSU or UF with $$$ is ok. The only two 2Ls on TLS that I know of with Biglaw SAs in FL are from Chicago and Yale.
Idk what "starting salary" is supposed to mean. Do you understand the bimodal salary distribution for legal jobs? What are these oos safeties? Depending on the school, you'd better be comfortable living there permanently--not just for 3 years--because it may be hard to get back.

Stop focusing on "state schools and oos safeties, and places where I'd be cool living for 3 years" and focus on where you want to be long-term. It makes no sense to apply to a school like UMN if you don't want to end up in Minnesota and aren't using it simply for scholarship negotiations. If you want to end up in SoCal it makes no sense to go to WUSTL, even though they're generous to splitters, over USC or UCLA. This advice is more strictly for schools outside of the T14, where many claim national placement, but few show much of it.
Focusing on starting salaries at "T25's" is meaningless because salaries are bimodal, so you'll either be making six-figures in biglaw or you'll be making a third or a quarter of that in a legal job if you manage to get one. You should be focused on the percentage placed in full-time long-term legal jobs, and the percentage placed in biglaw/fed clerkships if that's something you're shooting for.

If you go to UF, you should expect that your first job out of law school will be a government or small law firm job where you very likely won't be looking at more than 60k a year. Grey: It's bad. Not horrible for engineering at UF, but its low. I only think it's a slight possibility because I have crazy softs. And I don't really think I have a shot, but I'd kill myself if I didn't try.
