The FAFSA is the federal financial aid application (Stafford loans, Grad Plus, etc.), so you're talking about two different things. FAFSA you can fill out now regardless of acceptance; schools request that as they are evaluating federal loan eligibility in the summer. The Cornell Law Financial Aid Information Sheet I believe is for accepted students, but that doesn't mean you can't fill it out and get it ready to submit asap after you are accepted. It's pretty straightforward; Need Access is much longer so I would do that first.
On that note, the Cornell financial aid form online says 2012 and that 2013 forms will be available in mid-January. Am I missing something? Have other people just submitted the 2012 form? I'm assuming it's not any different.
ETA: Looks like the form online is up to date; the website just hasn't been updated to reflect that yet.
