i would absolutely send one in as soon as possible. like tomorrow if you can manage it. i have similar stats and sent in a LOCI reiterating my "Why Penn" before I was accepted, and I really feel like it made a difference. if they are split about you right now, you expressing additional interest at this point could only serve to help you.

if you don't want to send in an essay late, you could put your "why penn" into a LOCI form to save face. just a thought.

I am not sure if I am UR 2 or 3... do you think it would be possible for me to call the admissions office and ask what the status updates for my app are to find out? I don't want to be annoying, so I'm not entirely sure.

You probably would not get anything useful out of contacting them anyways. They'd just say you are under review, their review process is holistic and thorough and thus takes time, and that you will get a decision when you get a decision.. patience.:-)

Retaking the June LSAT sometimes helps for getting off the waitlist or getting more scholarship $$. That could be another consideration, if you have the time.

TBH I'm not so sure this is a great idea. Not that it would hurt, but at the same time, I kind of doubt it's going to do much for your app. If you're already in UR3 and considering how late it is in the year, the time it's going to take for the committee to (1) get the essay into your app, (2) read the essay and possibly (3) get the other people who read your app to read the essay is going to drag out an already drawn out review process....

I've been complete since October with UR2 12/22/14 haha. But usually it's been several weeks between UR2 and decision, and that might be shorter now that it's near the end of the cycle.
