I think they specifically said at the ASD (or I read somewhere else?) that there's a low-interest government loan that they get in very limited amounts and apportion to the class based on need. Maybe Perkins? Sorry, I'm very unsure, but yeah, unless you get a SiL award or one of the other named scholarships you're only going to hear about loans.
