I don't see how. Instead of keeping someone's file and having to refer back to it, I mean why don't all schools just automatically wait list people that aren't auto admit or auto ding numbers. You are essentially waiting on a list to get into the school after they've determined how many overqualified applicants they want, why not actually use the device named after the process of waiting on lists? It's not very good news... but it is better than nothing. I'd say no, and I actually think it might hurt your chances. You'd be telling Berkeley that they should just wait to accept you next year, once you've already taken an extra year to gain WE/do something interesting/whatever it is that would help your chances then.
