Just got an interview request. Held on 3/2, submitted LOCI a couple weeks ago.

I have a feeling there will be more admits from the "held" group through the week (just speculation).

Should anyone who gets accepted from the held list reasonably expect any kind of merit aid?
Would said person be able to negotiate like a straight admit?

As far as the bolded goes, you can negotiate anytime you want really. But don't feel like you don't deserve merit aid or that they shouldn't look at your other offers. They accepted you, they want you!
