I don't know why they do it. Obsessive YP or making sure they have their numbers/urms quotas set up to keep their ranking...
Last year I asked a professor at a law school (family friend) he said don't be excited about Columbia they waitlist everyone, but Chicago doesn't so be hopeful haha

Haha yeah, I'm not hopeful at all about Columbia. It's my dream school, but I'm learning to love the schools that have accepted me!

I wonder who they actually straightup ding...? My numbers are way sub-CLS level but I got waitlisted...I think that if you get dinged outright, they're telling you that you probably shouldn't have applied there in the first place lol

What if I take the June LSAT and get rejected in the time period between taking the test and receiving my score? Should I inform my school around May that I will be taking it?

I'm curious about the same thing, because I can see this going one of two ways: either they keep you in the mix and (hopefully) accept you once your score comes out in July, or they decide to not make a decision on you at all and by the time July comes around, there are no more spots left. Part of me is hoping that I'd get in in April or May without the retake.

Be sincere. That's the number one thing I can say. It's not your first choice, it's an ideal choice. Tell them why. It's not a guarantee that you'll go there if admitted, but you can see yourself there, etc. etc.

You don't have to say it's your top choice, but tell them why you love it as a choice.

I like the idea of an ideal choice language. But please don't say it's not a guarantee you will attend. You don't have to say anything about definitely attending.

I definitely won't! That's unfair to the school and students who would definitely attend if admitted. I just needed to figure out how to express that they are one of my top choices, though not #1. If I get to a point in my cycle where they do become my #1 and I would definitely attend if admitted, then I'll send them another LOCI expressing that.

Well you wouldn't be the first person who promised to attend a school and then went elsewhere for a better offer. It's not a moral question. Facts and circumstances change.
I just wouldn't equivocate. Don't say "it's my first choice if the money is right," though I know you are smart enough not to do so.
