I wrote a specific one for only the schools that I really wanted to go to. If they had an optional one and I didn't have anything to say, I didn't write it. Similarly, if there was no option but I wanted to express my interest anyway, I sent one. That's what I did with every school. I wanted to go above and beyond simply substituting "University of X" for "University of Y"
