It annoys me that this school is keeping tons of people under review... yet still finds the room to add even MORE people to the "under review" group.

Well, that's dispiriting. Went UR on 11/8, had gotten excited thinking it'd be only a couple more days.

I'm a little confused by PT--when I submitted on LSAC, I found out Duke had waived my app fee. Never got an email from them to that effect or anything. Anybody have an idea of whether I preempted a PT e-mail by applying (applied 3-4 days after I got my new LSAT score), or was it just a normal merit-based waiver?

Why does that annoy you? It's possible, and likely, that there's a multi-step review process.In the admission process at my UG, we had one reviewer read your app, hand it to another reviewer for their thoughts, then hand the app up to the board for final vote-up or down. Step two or three could be bottlenecked and reviewer 1 could still be reviewing a different file (and hence, the new file would legitimately be "under review"). They haven't made any promise to you as an RD, and even ED's won't hear back until "no later than 12/31".

Granted, I'm projecting my UG onto law school adcomms, so if you've read or heard something to the contrary, I'd love to become more informed.

If they can reach decisions on PT apps in 10 days or less, there is no reason to keep non-PT applications of the same caliber under review for 6 weeks or more - especially when PT process is primarily if not entirely numbers driven.

Seriously? What are you waiting for?
