I'm not sure about your first question but other scholarships are scheduled to be announced in February (but in the past they have been released as early as January).
I think that a lot of Dillards go out with other schollies in late February. A few are announced with acceptance.

For people asking about scholarship timelines, last year there was very little in the way of a pattern. Some people got it with admission - I waited a few months. Some people got phone calls - I got a letter. I wouldn't think about it too much.

Does the "Why UVA" have to be amazing, or is it just enough to write one to avoid YP? I've never visited so I'm worried the essay won't be as detailed or personal as they may want

I haven't visited either and it didn't hurt me. I focused on their clinics and other programmatic offerings and talked about how they aligned with my interests and goals.

3.4/172 in-state. not sure if in-state vs OOS helps. i have seen conflicting things online.

I didn't write a "why UVA" but then again a huge part of my PS was directed at "Why UVA." I just talked about sitting in on a class there and my visit etc.
