Try logging into their admitted students website. That should give you a sense of the decision.

I think we mostly give up around 11am est. NYU has tended to be pretty early in the day with their waves.

Don't know who have the authority to issue offers
If the committee have their meetings and make decisions together, then should be some wave of decisions.
However, a few "outliners" accepted makes me think they are accepted directly by the dean.
I don't know. Just some random thought.
