Considering it's been less than a week since the first decisions were posted, I don't think we have quite a representative sample to draw conclusions yet.

Maybe that's just me being overly optimistic for today though.

According to their website, most of the schollys given out are dean's awards (I consider that unnamed since it's not a particular program, though I guess my interpretation of that could be wrong) and those can be merit or need-based. It looks like whether it's need or merit based, you still have to do Need Access before getting an offer.
